We had an amusing time with tipping a few years ago.
It's fairly standard practice over here to give small tips at Christmas to public workers such as garbage men, milkmen, etc.
Our local council issued an edict that there was to be no tipping of council workers (they were afraid that tips could be interpreted as bribes, I think!). The school sent all parents a letter to say that the teachers couldn't be given gifts by the children, as they were council employees. :(
It was their best Christmas ever - I think every parent in the school rushed straight out to buy a box of chocolates for their childs' teacher! :D
